Matching ag/989598 to notifyDataReady() when page fragment has
loaded its data.
Also fixed a bug using the wrong FragmentManager to open
GuidedStepFragment.

Fix up the makefiles and some samples.
...
Add LOCAL_DEX_PREOPT := false to force the samples to build actual apks.
In addition, fix a couple of other small issues:
- TtsEngine didn't have the api level set properly.
- SimpleJNI used a non-ndk library and was using libc++.

The second Guided Step fragment crashed when a password was entered but
no credit card info was selected, because it was trying to extract "Visa"
or "Master" substrings from an empty string. Put a check for string
sizes before this extraction is performed.
