Dan Willemsen 53052e34be Remove old build-tools/platform-tools implementation

These packages are now built with Soong. Since they were the only two
outputs of the windows SDK package, I've also removed that
implementation.

Android SDK

This directory contains configuration for building Android SDK. The root configuration file is sdk.atree.

Building the SDK

$ lunch sdk
$ m -j sdk
