Adds a basic test wrapper for Android
...
To run libc++ tests:
$ mm
$ adb sync
$ python runtests.py # runs all host and device tests
# see main() for command line options
To regenerate all makefiles:
$ python makemake.py

There were two identical files named 'min_allocator.h'. Move one of them to /support and delete the other. Then adjust all the tests that used them to include the moved one. No functionality change.

Changed __config to react to all of clang's currently documented has_feature flags, and renamed _LIBCPP_MOVE to _LIBCPP_HAS_NO_RVALUE_REFERENCES to be more consistent with the rest of the libc++'s flags, and with clang's nomenclature.
