Petr Hosek 4861f6dfdd [libcxx] Support getentropy as a source of randomness for std::random_device ...

Use this source use on Fuchsia where this is the oficially way
to obtain randomness. This could be also used on other platforms
that already support getentropy such as *BSD or Linux.

Restore the _NOEXCEPT on the dtor of bad_optional_access. Destructors are noexcept by default, so it's not really needed, but the other exception classes have the _NOEXCEPT, and gcc complains if these are missing. I think we should remove them all - but not today.
