libs.doxy_template: remove some obsolete variables

- COLS_IN_ALPHA_INDEX
  this was unused given ALPHABETICAL_INDEX = NO
- PERL_PATH / MSCGEN_PATH
  these were unused

quiets warnings with doxygen 1.9.1:
