This splits headers into three locations:
include - for backwards compatibility, the global include
include_all - for things system/vendor both use
include_vendor - for things that only vendors use
The goal is to gradually have system things stop referencing
(at least most) of these headers.

Reorder hardware types so that older types comes first roughly. This
would make it more natural to add newer hardware types as they come.
In addition, remove verbose comments where the meaning is obvious from
the name.

HAL for physical TV input such as HDMI-in. The main purpose is to
provide sideband video stream source handle to feed SurfaceFlinger and
audio related information to feed AudioManager (TBD).
