Address API review feedback

Address API review feedback to:
 - Rename NetworkAgent#setTeardownDelayMs to
   NetworkAgent#setTeardownDelayMillis
 - Use getters instead of fields in VpnTransportInfo
 - Rename registerDefaultNetworkCallbackAsUid to
   registerDefaultNetworkCallbackForUid in ConnectiivityManager
