Enforce ACCESS_NETWORK_STATE to getAvailableInterfaces()
getAvailableInterfaces() will return available ethernet interfaces which are the information about networks. So it should enforce ACCESS_NETWORK_STATE permission check to ensure the applications are allowed to access the information.
