Address comments on NetworkStack AIDL v6

Address issues found during AIDL review:
 - Rename clientAddr to singleClientAddr
 - Do not use a ParcelableBundle for notifyNetworkTested or
   notifyDataStallSuspected; instead use AIDL parcelables for stronger
   backwards compatibility guarantees.

Test: atest NetworkMonitorTest ConnectivityServiceTest
      ConnectivityServiceIntegrationTest, manual
