Push DNS configuration on network validation

Browse Source 
Test: as follows
    - built, flashed, booted
    - runtest frameworks-net passes
    - connected to captive portal network,
      saw failed validation attempt (opportunistic),
      passed portal, saw successful revalidation attempt
