Connectivity metrics: add transports to connect stats
This patch groups connect() events per netId. It adds netid and
transport information to serialized ConnectStatistics events.
Test: updated NetdEventListenerServiceTest
updated IpConnectivityMetricsTest
$ runtest frameworks-net passes
