Send full LinkProperties to NetworkMonitor

Browse Source 
Set the parcelSensitiveFields bit when sending LinkProperties to
NetworkMonitor, so that the captive portal API URL is not lost.

Test: atest ConnectivityServiceIntegrationTest (see followup change)
