[SP23] Address misc API review comment about NetworkStats

Browse Source 
This change add several javadoc for NetworkStats and its Entry
class. Also remove IFACE_ALL constant accordlingly.

Test: atest FrameworkNetTests
Test: m doc-comment-check-docs
