Rename APIs in NetworkAgentConfig.Builder

Browse Source 
As API review feedback, rename disableProvisioningNotification()
to setEnabledProvisioningNotification and disableNat64Detection()
to setEnabledNat64Detection. Also, update code in caller side
accordingly.

Test: make update-api ; atest FrameworksNetTests
