This doesn't do anything at this patchset, but the whole
pipe from the agent to ConnectivityService is built.
LocalNetworkInfo will be the name of the public information
sent in callbacks to clients.

framework-connectivity need to see the aidl files when
compiling IConnectivityManager.aidl, and it can only
include the files by specifying aidl include_dirs.
Thus, move the file into the module since the one outside
of the module is going to be deleted soon.

NetworkStatsService is going to be moved into ConnectivityService
module. Move all related files to packages/ConnectivityT so that
it can be easily migrate these files to connectivity module
after clearing the hidden API usages.

Move Nsd files to ConnectivityT so that nsd, ipsec,
ethernet and netstats files can live in the same
directory and it will be easier to move everything
in frameworks/base/packages/ConnectivityT to
packages/modules/Connectivity after fixing all of the
hidden API usages.

The one-line "parcelable X" files need to be imported by targets that do
not build against SDK (the SDK has prebuilt definitions), so prepare a
dedicated directory for them.
This avoids having users of the classes include the whole src/
directory, which could contain definitions for classes that are not part
of the public API, so should not be imported.
Also move back to frameworks/base/core some .aidl definitions that
were separated from their associated class.
