b194dfe04b Add proguard rules for TcUtils 
Without this, proguard strips tcFilterAddDevIngressPolice (as its unused
inside the Tethering apk) and crashes the system.

9a82bbf368 Fix proguard rules for Struct in NetworkStack

9d3538260b [Tether13] Move TetheringManager into framework 
Move tethering out of ConnectivityService. All client would
use TetheringManager to talk with TetheringService directly.
