Remi NGUYEN VAN	ff55aeb916	Remove ConnectivityServiceTest signature perms use To allow unit tests to run without platform certificates, remove signature permission usage in ConnectivityServiceTest. This mocks permission checks done in ConnectivityService for which the test assumed that the permission was held, and mocks calls to BatteryStatsManager. Calls to ActivityManagerService (through PendingIntent) are done with shell permissions as the test uses real PendingIntent mechanics. Remi NGUYEN VAN	678277cc03	Move net unit tests to packages/Connectivity Move the tests together with packages/Connectivity code, so both can be moved to packages/modules/Connectivity together. Also reorganize unit tests in a unit/ directory, as other tests (integration/, common/ etc.) have been added in tests/net since they were created. This makes the directory structure consistent. Move net unit tests to packages/Connectivity

Move the tests together with packages/Connectivity code, so both can be
moved to packages/modules/Connectivity together.
