683932315b Fix tethering jarjar rule for LocalLog 
LocalLog is in android.util* instead of android.net*.
No crash happened because the methods used by tethering are
@UnsupportedAppUsage.

e10b80de7d Move Inet[4]AddressUtils to libs/net 
The classes should not be picked up from frameworks/base, as they are
part of several mainline modules.

Also refine comments in DhcpResults following feedback in previous
change.

ed50636b60 Remove Preconditions usage to stop dependecy with non-updatble class 
Stop depending on Preconditions that is not released on the same cadence
as the module, and is maintained as part of the framework.

9d3538260b [Tether13] Move TetheringManager into framework 
Move tethering out of ConnectivityService. All client would
use TetheringManager to talk with TetheringService directly.
