Remove the network capabilities which are added twice in
createDefaultNetworkCapabilitiesForUid() and
createDefaultInternetRequestForTransport(). In the constructor
of NetworkCapabilities, it will add the DEFAULT_CAPABILITIES
which includes the NOT_RESTRICTED.
