MediaRecorderTest uses EncoderCapabilities.getVideoEncoders(). WifiManagerTest uses WifiManager.getTxPackageCount(). Pass the 'hidden-api-checks=false' flag to temporarily exempt the two CTS packages from the hidden api check. We eventually should fix the hidden API usage completely or exempt the violating tests only.
