getCaptivePortalServerUrl requires CONNECTIVITY_INTERNAL or
MAINLINE_NETWORK_STACK on Q, and NETWORK_SETTINGS or
MAINLINE_NETWORK_STACK on R+.

Use CONNECTIVITY_INTERNAL on Q instead of NETWORK_SETTINGS to test it.
