Motomu Utsumi a20f760cd6 Use InetDiagMessage.destroyLiveTcpSocket instead of netd.socketDestroy ...

Netd is not updatable since it's not mainlined.
To make socket destroy code updatable, the code was re-implemented in
java and moved to Connectivity.
