The profile is modified within startLegacyVpnPrivileged(), e.g.
ipsecCaCert, ipsecUserCert. This causes subsequent calls from
callers such as LockdownVpnTracker to fail.
Add a new test to ensure the VpnProfile is not modified in
startLegacyVpn.
Add testClone in VpnProfileTest.
