commonsys-intf: display: Update SmoMo interface

Browse Source 
Add version information in SmoMo interface to make sure the
API of clients and SmoMo implementation are compatible. Also
add buffer dequeue duration in SmoMo interface which is used
to update SmoMo internal states.
