Power: Tuned scheduler for 480FPS use-case

Issue :
In R Upgrade task load is less comparative
to Q OS for HFR480 case, due to which frequency
is not scaling up.
Fix:
Changed min freq to 1.3GHz for silver
and changes sched_prefer_spread to 1.

Issue :
In R Upgrade task load is less comparative
to Q OS for HFR480 case, due to which task
are not moving Gold causing FPS drop Issue.
Fix:
Tuned up/down scheduler parameter from 30/20
to 20/10 for 480FPS case.
