Peter Hutterer b406886bbf input: allow NULL as XkbRMVLOSet in InitKeyboardDeviceStruct. ...

Virtually all callers use
    XkbGetRulesDefault(&rmlvo);
    InitKeyboardDeviceStruct(..., rmlvo);

Let's save them the trouble and accept NULL as a hint to take the
default RMLVO.
