On some devices SET_NETWORK_SELECTION_AUTOMATIC takes significant time, because it triggers a complete scan of available PLMNs. If applied, this commit will make ofono to issue QUERY_NETWORK_SELECTION_MODE first and check whether the mode actually needs to be changed.
