f2464f70f2 Set targetSdkVersion=31 to ThemedNavBarKeyboard 
With this CL, ThemedNavBarKeyboard sameple IME will have an explicitly
set targetSdkVersion=31 so that it can be installed on older version
of Android OSes.

This CL also explicitly sets "android:exported", which has been
required in AndroidManifest.xml since API 31.

Test: Manually verified as follows
 1. Flash SQ1A.211205.008 aosp_coral-userdebug into coral
 2. make -j ThemedNavBarKeyboard
 3. adb install -r $ANDROID_PRODUCT_OUT/system/app/ThemedNavBarKeyboard/ThemedNavBarKeyboard.apk

a48ca0aa22 Creating a version bump for releasing Build tools that are Universal Binaries 
The diff for this CL might show version number
being updated from 32.0.0 rc1 to 32.1.0
But the current public version of Build tools is not 32.0.0 rc1.
This is just the state of the version number in master.
Public version released from sc-v2-dev actually  is not
the RC version but the final version 32.0.0

60e704c1de Support new transactions trace 
Keep previous implementation as "transactions (legacy)"

The proxy is not yet able to generate traces because no
adb command is available at the moment.

Known issues:
- Enum fields are not translated into values in Winscope
  (only IntDef support)

Prepare the codebase for the new SF transaction tracing

54d655345d Stop generating separate rust_test_host. 
With b/196306316 hopefully fixed, we should be able to use a single
rust_test entry for both device and host tests.  This modifies
cargo2android.py so it generates these shared tests.

Test: Run on crates with simple tests, those with defaults, host-only,
and device-only tests.

4a08c64965 Use TEST_MAPPING imports for third-party crate tests. 
This script currently computes all transitive reverse dependencies for
a given crate and adds them to the generated TEST_MAPPING.  This
creates a very large file and makes it difficult to rename/remove
tests, as a given test can be in many TEST_MAPPING files in other
directories.  We fix this by instead importing the TEST_MAPPING files
of other third-party crates.

Note that we cannot do this for tests defined by this crate (as they
need to be in some TEST_MAPPING file) and for tests outside of
external.  For the latter, we do not auto-generate those TEST_MAPPING
files, so they might contain extra tests we do not want or not contain
the tests we do want.  We thus continue to list such tests
individually, which is suboptimal but at least is a strict improvement
over the current system.

Test: Run on a few crates.

9cc1353195 Fix property view for non flicker traces in winscope 
There are 2 types of object whose properties can appear in the property
list: Flicker objects (WM/SF traces) and dictionaries
(IME/Accessibilty/Transactions).

While flicker objects have their properties directly in the main object,
those created by a call to the transform function have their properties
inside an obj property.

This CL makes flicker support both implementations
