Pirama Arumuga Nainar 59eac68f50 [clang-tools] Symlink lib -> lib64 in prebuilts/clang-tools

Create symlink lib -> lib64 as toolchain libraries have a RUNPATH pointing
to $ORIGIN/../lib instead of lib64

Test: presubmit with new clang-tools prebuilts
