Saleem Abdulrasool 63de5d2a7f build: differentiate between building for and on Windows
This is necessary to support cross-compiling a Windows libc++ from
Linux. The CMAKE_SYSTEM_HOST_NAME tells you what, in autotools
parlance, is known as the build as opposed to WIN32 which maps to, in
autotools parlance, host.

libc++ Documentation
====================

The libc++ documentation is written using the Sphinx documentation generator. It is
currently tested with Sphinx 1.1.3.

To build the documents into html configure libc++ with the following cmake options:

  * -DLLVM_ENABLE_SPHINX=ON
  * -DLIBCXX_INCLUDE_DOCS=ON

After configuring libc++ with these options the make rule `docs-libcxx-html`
should be available.
