[MS42.1] Replace PhoneStateListener with DisplayInfoListener

Several methods and constants are hidden in PhoneStateListener
and ServiceState to track Radio Access Technology(RAT) types.
Replace them with public API instead.

Test: atest NetworkStatsSubscriptionsMonitorTest
