Bump CtsNetTestCasesLatestSdk to target SDK 30.
This is not necessary for the tests to be able to use APIs introduced in R because they can already access hidden APIs. But it is important to ensure that they are subject to whatever new system behaviour is applied to SDK 30 apps.
