Rename hasCarrierPrivilege... to isCarrierServiceUid...

This method tests whether the UID is the carrier service
UID, not whether the UID has carrier privilege.

Note that in normal operation, the carrier service UID always
has carrier privilege.

Test: NetworkAgentTest
