Add EntitlementResult CTS tests

Test APIs below:
requestLatestTetheringEntitlementResult(int, boolean,
  java.util.concurrent.Executor,
  android.net.TetheringManager.OnTetheringEntitlementResultListener)
requestLatestTetheringEntitlementResult(int,
  android.os.ResultReceiver, boolean)
