Fix issue for DnsResolver#query

Browse Source 
1. Previously, getDnsNetId doesn't handle all the cases.
Fix it with cosidering bypass private DNS flag.
2. Make getDnsNetId return Network instead of netId,
and change name from getDnsNetId to getDnsNetwork
