remove qtaguid parsing

Browse Source 
This removes the legacy (and untested) xt_qtaguid
non-ebpf code path (ie. dead code).

Test: git grep 'QTAGUID_IFACE_STATS|QTAGUID_UID_STATS|parseIfaceStats|parseUidStats'
  finds nothing
