Disable R+ tests on Q

Browse Source 
Add Sdk30ModuleController to ConnectivityCoverageTests and
connectivity_native_test, as they cover code in the Tethering module,
which is R+.

Test: atest ConnectivityCoverageTests connectivity_native_test
