Test: TH for test mapping
The test can't have TetheringManager as an argument to methods or a
field, otherwise the test runner will crash when scanning the class for
tests because TetheringManager did not exist in Q. Although
testFactoryReset is already skipped on Q, the test runner would fail
at initialization time, before starting the run.
Use CtsTetheringUtils instead. This ensures that TetheringManager does
not have method signatures or members that reference classes that do not
exist on Q, so the test runner can scan the class successfully before
starting the run.

When an AndroidTest.xml is used, configuration needs to be in the

The coverage tests will allow measuring code coverage for all
Connectivity+Tethering code.
This is a combination of the current TetheringCoverageTests, and
FrameworksNetTests.
Adding min_sdk_version to the test prevents it from using deprecated
IoUtils utilities. Replace it with the non-deprecated alternative.

This does not change the mockito library to use mockito-extended in
FrameworksNetTests, but changes the tests so that they would pass if
built against that library.
This is useful to run FrameworksNetTests in a common test suite with
other tests that use mockito-extended, for example a common connectivity
coverage test target.
The change includes increasing the test timeout in
ConnectivityServiceTest, as mockito-extended can have performance impact
(~3 times on hwasan builds). This change does not make tests run slower
in the current FrameworksNetTests suite though.

- Move Tethering TEST_MAPPING up one level to merge with the general
Connectivity TEST_MAPPING. This allows running the tethering tests
on any connectivity change.
- Move TetheringIntegrationTests from postsubmit to presubmit
- Add TetheringCoverageTests to mainline-postsubmit, so it can be
added to mainline-presubmit later.
- Import NetworkStack tests so that they are run on any connectivity
change.
TetheringIntegrationTests were continuously green in postsubmit.

Previously, the return condition in stop() will check if the state
is STOPPING and the reason is ERROR_INVALID_NETWORK. The condition
is too restricted so that if another event is happened after binder
died, the exception will be thrown and crash the system.
Since calling stop() twice doesn't make sense, so relax the condition
of return when the state is STOPPING.

Currently, ConnectivityService uses EVENT_REGISTER_NETWORK_LISTENER
to dispatch registering network callback with pending intent, this
is wrong since the code flow will not check if the pending intent
is duplicated. Thus, the registration will be duplicated if the
caller uses the same pending intent and register multiple times.
This change fixes the logic by using
EVENT_REGISTER_NETWORK_LISTENER_WITH_INTENT instead of
EVENT_REGISTER_NETWORK_LISTENER when dispatching register network
callback with pending intent.

Avoid bad wifi design has to apply in both wifi and cellular
networks. Cellular network should contain POLICY_YIELD_TO_BAD_WIFI
policy, then system default network could stay in the wifi after
wifi becomes unvalidated.
The testing API only update the value but not trigger the avoid
bad wifi callback to update the score in the existing cellular
network. Thus, if the cellular network is connected before
setting the overridden value, the yield to bad wifi policy will
not updated to cellular network. The system default network will
still switch from unvalidated wifi network to cellular network
even wifi network is connected with the avoid bad wifi policy.
Update to trigger a reevaluation to update the score in each
NetworkAgent in the ConnectivityService.

Allow stop TETHERING_NCM no matter ncm is used for TETHERING_USB or
TETHERING_NCM.
Add a test:
1. NCM is started for TETHERING_NCM
2. The config changes to use NCM for TETHERING_USB.
3. Then the config changes to use RNDIS for TETHERING_USB.
Also let some logs not only print in dumpsys, but also in logcat to
easiler debug unit test.

Multiple user's ares of mApps are not initialized in startMonitoring(),
so mApps.get(uid) of multi-user's app returns null in onPackageAdded().
As the result, permission of system uid is updated to "Network" and
any system application cannot use dedicated apn like IMS.
Using appId avoids this problem.

In S ConnectivityService was changed to use getActiveRequest() to fill
EXTRA_NETWORK_REQUEST, but there is no active request in the case of
listens.
When getActiveRequest() is missing, use the first mRequest instead. This
should match previous behavior.

The test would not reconnect wifi after restoring the private DNS setting,
so validation would not be triggered, and it would remain identified as
having broken private DNS.

Previously, the hidden API encoding of the tethering boot dex jars,
i.e. those dex jars that tethering contributes to the bootclasspath
were done as part of the monolithic hidden API processing. This change
causes the encoding to be done by the tethering's
bootclasspath_fragment.
This change involves the following:
* Addition of the fragments property to the tethering's
bootclasspath_fragment module to list all the other
bootclasspath_fragment modules on which this depends.
* Addition of the additional_stubs property to add stubs for APIs that
are not provided by another bootclasspath_fragment.
* Moving hidden API flag file entries related to tethering from the
flag files in frameworks/base/boot/hiddenapi directory into the
tethering directory with an appropriate OWNERS file to allow them to
be managed by the Soong and compat team.
* Addition of a PREUPLOAD.cfg hook script to ensure that the flag files
are sorted.
The build automatically checks that the hidden API flags which are
computed by tethering and encoded into its boot dex jars match those
that are generated by the monolithic processing so this is guaranteed
to be safe.

Do null check before redacting, since NetworkSpecifier will not
always be attached. For example, NetworkSpecifier of wifi

ConnectivityManager.setAvoidUnvalidated only works if the
config_networkAvoidBadWifi configuration is set to 0 and the
NETWORK_AVOID_BAD_WIFI setting is unset. There is no easy way
for a testing app to temporary set a test value to verify the
behavior of the API. Thus, add a mechanism to allow test app
to set a period of time to temporary unstrict the resource
configuration, i.e. Temporary simulate config_networkAvoidBadWifi
configured to 0.

To allow unit tests to run without platform certificates, remove
signature permission usage in ConnectivityServiceTest.
This mocks permission checks done in ConnectivityService for which the
test assumed that the permission was held, and mocks calls to
BatteryStatsManager. Calls to ActivityManagerService (through
PendingIntent) are done with shell permissions as the test uses real
PendingIntent mechanics.
