Subscriber Id Match Rules won't be exposed as system Api.
Any caller who references NetworkTemplate#SUBSCRIBER_ID_MATCH_RULE_*
should use the one in NetworkStatsUtils instead.
And remove the need of the constants as soon as possible.

Added NET_CAPABILITY_MMTEL to indicate a network
support MMTEL (Multimedia telephony). This is for
IMS service to request an IMS network that supports
voice or PS (VoPS for 4G, VoNR for 5G).
This was previously submitted as aosp/1927841, but
which got reverted due to breaking the mainline
build, which uses the pre-built module.

NetworkStatsAccess is using DevicePolicyManagerInternal APIs, which
cannot be accessed after moving into the mainline module. So, replace
and remove those hidden API usages.

`service-connectivity` is a jar that system_server loads dynamically.
Such jars can be dexopted now. This CL adds `service-connectivity` to a
`systemserverclasspath_fragment`, which does not actually add the jar to
the classpath, but tells the build system to dexopt it.
NOTE: The corresponding `exported_systemserverclasspath_fragments` needs
to be added to the `prebuilt_apex` once a new prebuilt is dropped.

If an exception is thrown before the callback is registered,
the finally{} block will fail with an exception explaining
the callback can't be unregistered. This masks the actual
exception.
This will ensure the original exception is printed instead.

This is no longer used outside of tests, and can be safely
removed.
Also this family of methods is fairly confusing, as while
it's well defined for some members, many later additions
had to be written so as to dissallow some combinations when
the workings of this family of methods didn't match the
semantics of some members, making them possibly dangerous
to use and at least exhibit difficult to understand semantics.
