Lorenzo Colitti 0c26c9ed37 Allow using BpfMap and TcUtils in unit tests. 
Create a Java library that allows the BpfMap class and the
TcUtils class to find their JNI code when they are jarjard to the
package name we use in our unit tests.

Test: atest ConnectivityServiceTest
