Lorenzo Colitti 46fd589d89 Observe mOwnerUID in NetworkCapabilities#equals. 
Currently, NetworkCapabilities's equals and hashCode methods
ignore mOwnerUID. This is confusing because it is inconsistent
with pretty much every other member of this class.
