Hooks the ConnectivityManager.TYPE_MOBILE_EMERGENCY,
PhoneConstants.APN_TYPE_EMERGENCY, and NetworkCapabilities.NET_CAPABILITY_EIMS
together so carrier apps can request connections to this APN.
