Lorenzo Colitti cda101be7d Move applyUnderlyingCapabilities to ConnectivityService. 
This is essentially a straighforward move of code from Vpn to
ConnectivityService, and from VpnTest to ConnectivityServiceTest.

Test: passes existing tests, moved tests pass
