Robert Greenwalt d5b65ffa48 Reenable logging. 
ConnectivityService has been rewritten for L and is in a stabilizing period.
We need the logging to track down bugs people report.
Restoring to Pre-L conditions.

If there's excess logging please report it - it probably indicates a bug.
