Remi NGUYEN VAN f3ba3cd27b Add NetIdManagerTest 
Add a simple test to verify that IDs loop correctly, that they skip used
IDs correctly, and throw when there is no remaining ID.

Test: atest com.android.server.NetIdManagerTest
