display: Add extension for SET_DISPLAY_ELAPSE_TIME in QtiCommand

Browse Source 
Add extension for QtiCommand in IQtiComposerClient to set display
elapse time. Change supports advanced SurfaceFlinger wakeup for
scheduling frames to display.
