ff9c257faf overlay: move ril_subscription.conf to ril_subscription.d folder 
This should avoid file collisions during delta updates if
ril_subscription.conf in rootfs gets changed.

ee3bdc53d7 build.sh: allow specifying the temporary directory 
When developing a device tree, it's inconvenient to have to redo all the
steps when something fails. The new `-b` option allows specifying the
base directory for the downloads and the build itself.

eb4f62a408 Add devel-flashable job to build system.img without round-trip to system-image server 
It will take device tarball from build CI job and download rootfs/generic system image
from UBPorts Jenkins.

As opposed to flashable, it will not produce image with working OTA
updates, but allows for quick testing loop.
